City Council

Five City Council members are elected by districts and serve four-year (staggered) terms of office. Following each election, the Council selects from its membership a Mayor and Mayor Pro-Tem.

The Glendora City Council meets on the second and fourth Tuesday of each month at 7:00 PM in the Council Chambers located in City Hall at 116 E. Foothill Blvd.

By-District Elections

Glendora maintains a Council/City Manager form of government. Glendora's "At-Large" system for electing City Council Members changed to a "By-District" system in 2017. Glendora City Council Districts are made up of 5 districts with the mayor being selected annual from its membership. Voters in each district will elect one City Council representative who lives in that district. As elected representatives of its citizens, the City Council develops and establishes ordinances, provides direction to staff and sets policies in the best interest of the City. The City Council is the legislative body and is similar to a board of director in a private corporation, appointing a City Manager to conduct the City's date-to-day affairs.

The City of Glendora utilizes a hybrid format for City Council meetings, effective April 1, 2022. A limited number of Residents and City Staff will now be able to participate remotely or in-person.

If you wish to address the governing board on any matter posted on the agenda or within subject matter jurisdiction should utilize one of the following protocols:

"Raise Hand" Feature via Zoom

  1. Virtually "raise your hand" using Zoom
  2. Wait to be called on by the City Clerk
  3. Unmute your audio
  4. Verbalize your comments (less than 3 minutes)

"Chat" Feature via Zoom

  1. Utilizing Chat function (Send a message to City Clerk and let them know which item(s) you wish to comment on (aka: Public Comment, Item #?))
  2. Wait to be called on by the City Clerk
  3. Unmute your audio
  4. Verbalize your comments (less than 3 minutes)

Call in

Members of the public who wish to comment on an agenda item can call (669) 900-6833. Please note, you will also need to enter the Meeting ID 932 924 7224.

  • Dial (669) 900-6833
  • When prompted, enter the Meeting ID 932 924 7224. Once admitted, you will hear the meeting live
  • At the beginning of public comment and/or the public hearing item upon which you wish to comment, press Star 9 to request to speak
  • Once it is your turn, you will hear an audio command asking you to press Star 6 to unmute your mic
  • Once unmuted, you are then able to speak for up to 3 minutes
  • At the end of your 3 minutes, your mic will then again be muted

Please note, for anyone viewing the meeting on the Glendora TV channels, website or City social media feeds , these platforms are subject to a 20-second delay due to broadcasting. We encourage you to call the comment number in advance of your item so you can ensure your comments will be heard.

In Person

Public Comments can be shared in-person by submitting a Public Comment Card. Public Comment cards are located in the back of the room and/or by the City Clerk desk at the front of the dais. Public Comment Cards should be submitted to the Clerk upon completion and before the closing of Public Comment and/or Public Hearing. Speakers name will be called, please step to the podium and state your name before beginning your comments.

Speakers are limited to three (3) minutes.
